Overdates were produced by the re-use of dies. In this case, a die from 1821 was re-used again in 1824. The mint workers re-punched the date and kept producing coins. At the time, producing a die was very long work and wasn't cheap. The mint used its dies until they crumbled and broke. This actually makes for interesting coins to collect.
